Land Forces Academy (LFA) is a public body within the Ministry of National Defence. Due to this particularity, our institution must meet both the standards imposed by Ministry of National Education (MNE) and those of the Ministry of National Defence (MND).


The Mission of the "Nicolae Balcescu" Land Forces Academy is to generate and transfer knowledge by means of:

  • initial and continuous development, at undergraduate and postgraduate level, of the officers all army branches/military specialties belonging to the Land Forces and the military and civilian experts to other internal and external users, according to protocols/agreements concluded in this respect;
  • research, development, innovation and technology transfer, through individual and collective creativity, in science, and exploitation and dissemination of results.


The structure of the university is designated to fit the activity for the bachelor studies, the master studies and the professional specialization courses.


The LFA operates with 7 bachelor programmes, 4 master programmes and 8 postgraduate programs for professional training which are nationally accredited.


The courses studied and taught within this study programme are focused on topics relevant to the training of future leaders, in an ever-changing and increasingly challenging environment (cadets are encouraged to gain awareness of the cognitive, emotional and behavioural skills that could later on turn them into successful and competent leaders).

Professor Ştefania Bumbuc

Ştefania Bumbuc is an associate professor at the Land Forces Academy from Sibiu, Romania. She holds a PhD in Science of Education, she is the Head of the Department of Applied Social Sciences and Humanities, and the Coordinator of a master study programme in Organizational Leadership.


Ştefania is one of the Academic expert and member of the Programme Board for the Romanian team in the MGS - Military Gender Studies project. As a practitioner and scientific researcher, she has been interested in the field of Training of Trainers, Military Pedagogy, Military Ethics, Moral Development, and Teamwork in the Military. She was a member in several university projects and partnerships aimed at developing human resources. 


She has had fruitful experiences participating six times so far in teaching mobilities under the Erasmus+ Programme, and after the pandemic passes she hopes to keep counting

Assistant Professor Rusu Raluca

Raluca Rusu is a university lecturer (assistant professor) at the Faculty of Military Sciences, within the Department of Applied Social Sciences and Humanities. She has a master’s degree in organizational-managerial psychosociology and a PhD in Sociology.


She has been a member of several research and development projects and has participated in advanced training courses in social statistics, including the one held at GESIS, Cologne Germany, European Data Laboratory for Comparative Social Research - EUROLAB. She was a member of the Association of Young Researchers in the Social Sciences of Eastern Europe: Network of Young Social Scientists (NYESS) and is a member of the Society of Sociologists in Romania - SSR. She was also a member of the teams organizing various national and international scientific events for teachers and students.


Raluca is an Academic Expert from the Romanian team in MGS - Military Gender Studies project. She has always been interested in the subject of Gender Studies, so that topics related to this subject are part of the course and seminar taught at the “Nicolae Balcescu” Land Forces Academy in Sibiu, in the study discipline of Military Organizational Behavior. She also coordinated several bachelor and master’s theses related to gender stereotypes in the military organization.


In her free time, Raluca is involved in school-level educational activities, with various topics, including awareness of gender differences. Travel, reading and interior design are some of her favorite leisure activities. She is married and has 2 children, so most of her free time is dedicated to her family.

Assistant Professor Isabela-Anda Dragomir

Isabela-Anda Dragomir is an Assistant Professor at the Romanian Land Forces Academy, a public higher military education institution whose main mission is continuous training and development, at undergraduate and postgraduate level, for all military branches and specialties belonging to the Land Forces and military and civilian experts for both internal and external beneficiaries. Isabela graduated in Foreign Languages – English and French – from the “Lucian Blaga” University of Sibiu in 2001. She holds a Master’s Degree in Educational Management and a PhD in Philology, with focus on Linguistics - Discourse Analysis. For the last 20 years, she has been teaching English as a foreign language to military personnel, at undergraduate and postgraduate levels.


Between 2001 and 2019 she taught English at the Foreign Language Center in Sibiu and since 2020 she has held a lecturer position at the Land Forces Academy of Sibiu. From 2003 to 2017 she was a language tester, for the speaking ability according to STANAG 6001. 


As part of her doctoral studies, Isabela was part of an Erasmus+ teacher training mobility program in Tenerife, the Canary Islands, where she taught English to adults at Escuela Oficial de Idiomas in Santa Cruz in 2016-2017. She also benefited from a Fulbright scholarship and spent a year as a visiting researcher at the Naval Postgraduate School in Monterey, California, USA, between 2017 and 2018.


In 2019, she conducted a public diplomacy project funded by NATO, on the occasion of the Alliance’s 70-year anniversary. The project, entitled “The aNATOmy of an Alliance”, initiated in the Land Forces Academy of Sibiu and expanded throughout Romania, with the goal of raising the civilian public’s awareness to NATO-related issues, including the promotion of gender related issues in the military as well as in the civilian society.


During her free time, Isabela enjoys reading, driving and outdoor activities and spending quality time with her family and friends. 

Areas of expertise: teaching English as a foreign language, teaching military English, assessment and evaluation, higher education, adult education, e-learning.

Ramona-Elena Herman

Ramona Herman is a member of the International Relations Office from the “Nicolae Balcescu” land Forces Academy and the Erasmus+ institutional coordinator since 2017. 


Ramona graduated in Applied Modern Languages – English and French – from the “Lucian Blaga” University of Sibiu in 2006 and also in Legal Sciences – from the Romanian-German University in Sibiu, in 2012. She also holds a Master’s Degree in Management of Organizations. 


She has been working in the higher education system since her graduation, working as a faculty registrar at a private university in Sibiu, before getting the job at the LFA in Sibiu. She worked in 2 projects co-financed by the European Social Fund, Sectoral Operational Program: Human Resources Development 2007-2013, Invest in People! and is nominated as the project coordinator from the Romanian team in the  MGS - Military Gender Studies project.  She has attended several activities related to gender mainstreaming and gender topics. 


During her free time, Ramona likes reading, travelling, watching basketball games and spending time with family and friends.
